tact was again obvious from the reports sent home
by the Auditor.
He is undoubtedly industrious and fairly
able; and, as I told him when he saw me last year,
I hope to be able to recommend him for some
appointment elsewhere - though the fact that his
emoluments are more than those of many Auditors
and are fairly high even when allowance is made
for the cost of living in Hong Kong - as compared
with most of the senior posts in the Colonial
Audit Service limits seriously the number of
posts which he could be expected or required
to accept.
I am unable to attach any importance to
Sir C.Clementi's suggestion that long experience
of Hong Kong and its currency and exchange
questions is specially desirable in an Auditor.
A new broom is likely to get into the corners of
such matters better than a 20 year old one; and
our experience here has been that we have had to
direct the attention of the Hong Kong Audit Office
to various points about the Exchange Account and
the Adjustment of Exchange Account, which they
should have taken up on their own initiative.
There is nothing in these matters which cannot be
picked up in a short time by any intelligent
Auditor who will take the trouble to do so.
A recommendation for filling the post of
Auditor will be sent in in due course when it has
been ascertained which of the officers whom I
consider the most suitable are desirous of the
appointment.
